plans more like a house of cards

The devil is in the details.
Detroit's quest to have three "permanent" casinos, along with their
1,200 new hotel rooms, has stalled. Seemingly small details have grown
to become enormous obstacles. That could mean that one of the only
public benefits of the new casinos - hotel rooms - may not be in place
for Super Bowl XL in 2006. Three issues are in play:
First, a federal appeals court still hasn't lifted an injunction
barring construction of the new casinos, despite the settlement of a
lawsuit that will funnel $94 million to the Lac Vieux Desert Band, a
small Chippewa Indian tribe that challenged the city's use of
preferences to award two of its three casino licenses. The 6th U.S.
Circuit Court of Appeals said the preferences were unconstitutional.
Next, Mayor Kwame Kilpatrick inexplicably allowed a radius
restriction to be removed from the permanent-casino agreement that his
administration had negotiated earlier this year with Greektown Casino.
The pact negotiated by the Archer administration blocked Greektown's
owners from opening another casino within 150 miles of Detroit. With
that impediment removed, the Indian tribe that owns the majority of
Greektown now is proposing a gambling palace in Romulus. The whole thing
seems a mite fishy.
